2011-11-29 During its meeting on 28 November 2011 the Education, Youth, Culture and Sport Council adopted a renewed Agenda for Adult Learning. The former Action Plan on Adult Learning ended in 2010. The new Agenda will set out the priorities for 2012 to 2014 and help implement the EU 2020 strategy until 2020. Facing the financial crisis, the Council stresses the major role adult learning can play in achieving these goals. The new Agenda will put the learner and its individual learning outcomes in the centre. It applies particularly to specific groups (such as low skilled and low qualified, early school leavers and NEETs). Lifelong learning will promote senior learning as a means of fostering intergenerational solidarity and active ageing. Adult Learning in Europe should develop new skill to equip learners with the skills that match the labour market needs. In addition, the new Agenda emphasizes the promotion of equity, social cohesion and active citizenship through adult learning. The Agenda also promotes the validation of non-formal and informal learning. The Council invites the Member States as well as organisations working in the field of adult education to improve the knowledge base on adult learning, aiming at an evidence-based policy making in the field of adult learning. Each Member State is invited to designate a national coordinator to facilitate cooperation with the European Commission and effective liaison with multiple stakeholders in the country.
