Erasmus for all - Youth, Education and Sport under a single roof PDF Print E-mail

On 23 November, the European Commission has brought forward its proposal for the new programme “Erasmus for all”. The programme will support education, youth and sports under one single roof. The Commission has already announced an increased budget of 19 billion Euros for the programme period 2014-2020. The allocation will be as follows: 25 % for higher education, 17% for vocational education and training (including 2 % for adult education), 7% for schools and 7% for youth. The new programme should be coordinated by a single National Agency per country.

"Erasmus for all" is mainly directed at Higher Education, the current sectoral subprogrammes (Grundtvig, Leonardo, etc.) will disappear and streamlined and grouped into three horizontal actions. Actions like Grundtvig workshops and senoir volunteering, i.e. mobility schemes for adult learners have disappeared. Youth will no longer be supported by a separate programme comparable to the running YOUTH IN ACTION programme. Important actions from the programme like youth exchanges, volunteering and staff mobility are included in "Erasmus for all". The support of „staff mobility“ is mentioned in the proposal; it is not clear if this includes the mobility of volunteers. 

Now the European Parliament and the Council of Ministers have to negotiate the proposal. During the last months, especially youth organisations lobbied for an independent youth programme similar to YOUTH IN ACTION. This call was supported by the German Youth ministry, other governments went along with this initiative. The next weeks will show how the stakeholders in the field of youth will react on the proposal.

Some Members of the European Parliament already announced resistance to the brand name "Erasmus for all". The European Youth Forum started a campaign for an independent youth programme. Germany announced to prepare a proposal for an independent youth chapter under "Erasmus for all" and the visibility of the different education sectors in the programme. All stakeholders welcomed the increased budget the commission proposes for education and youth.
